场（厂）内专用机动车辆安全状况研究

摘要：场(厂)内专用机动车辆具有速度低, 机动性能强的特点，引起事故的原因主要是使用单位安全意识薄弱, 管理不当, 司机违章作业或操作不当等。分析了场（厂）内专用机动车辆的拥有量、事故发生数量以及违规操作的逐年变化趋势，专用车辆拥有量上升速度快，事故发生量及违规操作数据变化不明显，违章操作占比大，整体呈下降趋势。研究表明随着地方立法和标准制定的推动，提升法规的针对性和可操作性，有利于改善专用机动车辆的安全状况。

Abstract：The special purpose motor vehicles in defined fields have the characteristics of low speed and strong mobility. The main causes of the accidents are the weak safety awareness of the users, improper management, illegal operation or improper operation of the drivers, etc. This paper analyzes the annual change trend of the ownership of special motor vehicles, the number of accidents and illegal operation in the field (factory). The ownership of special motor vehicles increases rapidly, the number of accidents and illegal operation data does not change significantly, and the proportion of illegal operation is large, showing a downward trend as a whole. The research shows that with the promotion of local legislation and standard formulation, improving the pertinence and operability of regulations is conducive to improving the safety situation of special motor vehicles.
