摘要：充分开发老年人力资本是第二次"人口红利"的主要来源。我国老龄化城乡差异明显，开发农村老年人力资本成为我国应对人口老龄化和保持经济稳定增长的良策。而目前对于老年人力资本开发的研究多聚焦于城镇老年人，对农村老年人的关注较少。本文从生产性老龄化的角度出发，首先论述了开发农村老年人力资本并推动农村老年人参与社会生产性活动的必要性。其次分析了农村老年人力资本的特征及其开发困境，最后从破除固有观念、开展教育培训、发展老年产业、搭建就业平台等角度提出了对策建议。

Abstract：Fully developing the human capital of the elderly is the main source of the second "demographic dividend". There are obvious differences between urban and rural areas in China\'s aging. Developing rural elderly human capital has become a good policy to deal with population aging and maintain stable economic growth. From the perspective of productive aging, this paper first discusses the necessity of developing rural elderly human capital and promoting rural elderly to participate in social productive activities. Secondly, it analyzes the characteristics and development difficulties of rural elderly human capital. Finally, it puts forward countermeasures and suggestions from the perspectives of breaking away from inherent ideas, carrying out education and training, developing elderly industry and building an employment platform.
