System of the rule of law on importing animal quarantine in New Zealand and its enlightentment

Abstract：To avoid subversive damage to ecological security and animal health, New Zealand paid high attention to the quarantine prevention and control of imported animal epidemic diseases, because of its special geographical environment and particularly important animal husbandry industry. The system on the rule of law of importing animal quarantine in New Zealand was constructed with the Biosecurity Act, the Animal Welfare Act，the National AnimaSystem of the Rule of Law on Importing Animal Quarantinel Identification and Tracing Act, Fisheries Act 1996 ,animal import health standards, foreign epidemic diseases emergency measure system and the risk analysis system and so on. New Zealand strictly controls on imported animal. Animals from approved country and area are allowed to enter New Zealand in accordance with New Zealand Import health Standards. After payment of the prescribed fee, an import permit shall be issued. After declaration, port quarantine, quarantine in approved isolation premise, qualified animal is released to importer. Because of success in prevent epidemic disease, pest, animals from other countries and areas，New Zealand \'s ecological safety and animal health are very good. The complete animal quarantine rule of law system base on Biosecurity Act, a series of animal import health standards implementation, national animal identification and tracing from birth to slaughter and export application, strictly risk analysis and import permit, effective emergency measure to foreign epidemic diseases are worthy of reference and practice. The writer puts forward three suggestions on establishing the rule of law of animal quarantine with Chinese characteristics and core content of the rule of law systems.
