全球价值链视角下中国就业变动及驱动因素研究

摘要:民惟邦本,本固邦宁。就业是最大的民生,也是经济发展最基本的支撑。本文利用WIOD数据库,并基于全球投入产出模型,从国家、行业及技能异质性视角测算和比较分析了中国就业变动及其驱动因素。结果显示:研究期间,中国总就业呈增长态势,最终需求规模扩张是中国就业增长的第一大驱动因素,并对公共服务业和劳动密集型服务业的促进作用更明显,尤其在2005~2009年的拉动效果更显著。技术进步显著抑制中国就业增长,无论是在整个研究期间还是在分阶段内,劳动投入系数对就业的抑制效应均大于全要素生产率对就业的影响,尤其对劳动密集型服务业和公共服务业的影响更明显。外包总体有利于中国就业增长,与中间投入外包相比,最终需求外包的就业促进效应显著更大,并以劳动密集型制造业的就业增长最明显,主要发生在2009~2014年间。将就业变动的技能差异性纳入考虑,本文发现上述各效应对中国分技能就业的影响方向相一致。本文最后给出针对性政策启示以及未来研究方向。

China's employment change and driving factors under Global Value Chains
Abstract:People are the foundation of a nation. Employment is not only the greatest livelihood, but also the most basic support for economic development. Based on the WIOD database and the global input-output model, this paper calculates and compares employment changes and driving factors of China under the perspective of country, industry and skill heterogeneity. The results showed that during the study period, China's total employment increased. The expansion of final demand was the biggest driving factor for China's employment growth, which had a most impact on the public service industry and labor-intensive service industry, especially from 2005 to 2009. Technological progress significantly inhibits employment growth in China. Whether in the whole study period or in stages, the inhibiting effect of labor input coefficient on employment is greater than that of total factor productivity on employment, especially on labor-intensive services and public services. Outsourcing is overall beneficial to China's employment growth. Compared to intermediate input outsourcing, the employment promotion effect of final demand outsourcing is significantly greater, which focuses on the labor-intensive manufacturing industry most between 2009 and 2014. Taking skill heterogeneity into consideration, the result also shows the above effects have a consistent impact on the employment of different skills in China. At last, this paper gives the policy enlightenment and the future research direction.
