技术创新投入对我国产业结构变动的影响研究

摘要：本文通过实证研究表明,不同的技术创新投入对我国产业结构的影响存在区域差异。东部地区的用于基础研究和试验发展的人力投入不利于产业结构高级化。中部地区用于应用研究和试验发展的技术创新资金和基础研究的人力投入不利于产业结构高级化；技术创新资金投入中的政府资金和国外资金不利于产业结构合理化。东北地区用于基础研究和试验发展的技术创新资金不利于产业结构高级化；用于应用研究的技术创新人力投入不利于产业结构合理化。技术创新投入对西部地区的产业结构无显著的影响。基于本文的结论提出以下政策建议。东部地区要加大用于基础研究和应用研究的技术创新人力投入，并相对增加应用研究的技术创新人力投入。中部地区应加大应用研究和试验发展的资金投入，且相对提高两者中试验发展的资金投入比例。同时要提高用于基础研究的技术创新人力投入。为了减少短期内对产业结构合理化水平的不利影响，应相应减少中部地区政府对技术创新的资金投入。技术创新对西部地区的产业结构没有显著的影响，因此只要保持现有的技术创新投入力度即可。东北地区要加大基础研究和试验发展的技术创新资金投入，并相对提高两者中试验发展的资金投入比例；相应减少东北地区用于入试验发展的技术创新人力投入。

Abstract：The empirical study shows that there are regional differences in the impact of different technological innovation inputs on China\'s industrial structure.The manpower input for basic research and experimental development in eastern China is not conducive to the advanced industrial structure..The investment of technology innovation funds and basic research manpower for applied research and experimental development in central China is not conducive to the advanced industrial structure and the government funds and foreign funds are unfavorable to the rationalization of industrial structureThe technological innovation fund for basic research and experimental development in northeast China is not conducive to the advanced industrial structure.The manpower input of technological innovation for applied research is not conducive to the rationalization of industrial structure.Technological innovation input has no significant influence on the industrial structure in western China. Based on the conclusions of this paper, the following policy recommendations are proposed.The eastern region should increase the manpower input of technological innovation for basic research and applied research, and increase the manpower input of technological innovation for applied research relatively.The central region should increase the investment of applied research and experimental development, and increase the proportion of the investment of experimental development.At the same time, the manpower input of technological innovation for basic research should be increased.In order to reduce the adverse impact on the rationalization level of industrial structure in the short term, the central government should reduce the investment in technological innovation.Technological innovation has no significant impact on the industrial structure of the western region, so as long as the existing investment in technological innovation can be maintained.Northeast China should increase the investment of technological innovation in basic research and experimental development and increase the proportion of investment in experimental development.Accordingly, the manpower input of technological innovation for pilot development in northeast China will be reduced.
