广东省能源安全评价指标体系的构建与应用

摘要:2008年初的特大冰雪灾害暴露出中国能源安全保障问题的客观存在,区域能源安全问题更是其中应引起重视的部分。文章在明晰能源安全的概念后,以典型的能源输入型省份广东省为例,从能源供应的安全性、需求的安全性和使用的安全性三个层次构建了区域能源安全评价指标体系,并应用因子分析法对广东省2006-2016年的能源安全状态进行评价研究。实证结果表明,广东省能源安全状态在2006-2010年期间呈现出上下波动的态势,在2011-2016年则稳步回升。其中,单位GDP碳耗、能源强度是主要影响区域能源安全的因素,能源消费多元化指数和输配电的效率的提升则有利于加强区域能源需求及供应的稳定性。最后提出了三个优化能源安全的保障策略:加强能源供应建设、提高能源利用效率、优化产业结构发展。

The construction and application of Guangdong\'s energy security evaluation index system
Abstract:The severe snow and ice disaster in early 2008 exposed the objective existence of China\'s energy security problems, and the region\'s energy security issues were an important part of it. In this paper, after clear the concept of energy security, in a typical energy input type of Guangdong province as an example, from the aspects of supply security, demand security and use security to build the evaluation index system of regional energy security. The paper evaluated the score of Guangdong\'s energy security from 2006 to 2016 by using factor analysis method. The results showed that the trend of Guangdong\'s energy security was fluctuated during the Eleventh Five-Year Plan period, but rose steadily in the next six years period. Besides, carbon consumption per unit ofThe construction and application of Guangdong\'s energy security evaluation index system GDP and energy intensity are the main factors affecting regional energy security, while the improvement of energy consumption diversification index and transmission and distribution efficiency is conducive to enhancing the stability of regional energy demand and supply. At the last part of this article, three suggestions were put forward to enhance Guangdong\'s energy security: strengthening the construction of energy supply, improving the energy utilization efficiency and optimizing the industrial structure.
