Study on key Influencing factors of Mass emergencies in urban-rural fringe based on ISM and AHP

Abstract：For effectively prevent and management the mass emergencies in urban-rural fringe, on the basis of the case analysis of mass emergencies in urban-rural fringe , by using engineering system, this paper makes a ISM explanation structure model of the urban-rural fringe mass emergencies influencing factors, analysis their hierarchy relationship , then uses the analytic hierarchy process (AHP), and analyzes the influencing factors on every levels, and distinguishes the key influencing factors of urban-rural fringe mass emergencies. The results show that: The influencing factors of mass emergencies in urban-rural fringe can be divided into three levels: direct factor, indirect factors, and deep factors levels. Crisis management capabilities, the standard of people living, regulatory system of law enforcement, social service resources and the perfection degree of public facilities as the key direct influencing factors; Early warning levels, departments supervision system as the key of indirect influencing factors; Residents' main source of income and local economic level and so on as the key influencing factors of deep levels. Mastered these key influencing factors will help emergency management department to take preventive measures with particular emphasis, thus it has vital significance for avoiding the happen of urban-rural fringe mass emergencies.
