基于ISM与AHP模型的城乡结合部群体突发事件关键影响因素分析

摘要:为有效预防和管理城乡结合部群体突发事件,在城乡结合部群体突发事件案例分析的基础上,利用系统工程学,建立ISM解释结构模型对城乡结合部群体突发事件的影响因素进行层次分析,并采用AHP层次分析法对各层次影响因素进行分析,确定城乡结合部群体突发事件的关键影响因素。结果表明:城乡结合部群体突发事件的影响因素分为直接因素、间接因素和深层因素三个层次。危机管理能力、人口生活水平、执法监管体系、社会服务资源和公共设施完善度等为关键直接影响因素;预警水平、部门监管体系等为关键间接影响因素;居民主要收入来源和当地经济水平等为关键深层影响因素。掌握这些关键影响因素将有助于应急管理部门有重点地采取预防措施,尽量避免城乡结合部群体突发事件的发生,具有重要的研究意义。

Study on key Influencing factors of Mass emergencies in urban-rural fringe based on ISM and AHP
Abstract:For effectively prevent and management the mass emergencies in urban-rural fringe, on the basis of the case analysis of mass emergencies in urban-rural fringe , by using engineering system, this paper makes a ISM explanation structure model of the urban-rural fringe mass emergencies influencing factors, analysis their hierarchy relationship , then uses the analytic hierarchy process (AHP), and analyzes the influencing factors on every levels, and distinguishes the key influencing factors of urban-rural fringe mass emergencies. The results show that: The influencing factors of mass emergencies in urban-rural fringe can be divided into three levels: direct factor, indirect factors, and deep factors levels. Crisis management capabilities, the standard of people living, regulatory system of law enforcement, social service resources and the perfection degree of public facilities as the key direct influencing factors; Early warning levels, departments supervision system as the key of indirect influencing factors; Residents' main source of income and local economic level and so on as the key influencing factors of deep levels. Mastered these key influencing factors will help emergency management department to take preventive measures with particular emphasis, thus it has vital significance for avoiding the happen of urban-rural fringe mass emergencies.
