The Guiding Role of Universities' Open Access Online Posting Policies for Students to Participate in Academic Exchanges: taking Sciencepaper Online for example

Abstract： University open access policies is playing an important guiding role to promote academic exchanges. But most studies have focused on the comparative analysis on national macro-level policies, few researchers conduct empirical research on university OA policies. This paper takes the Chinese Sciencepaper Online for the study.It has an investigation on the degrees of universities accreditation on OA online papers by their policy guidance and development, and their relevance with the quality, issuing trends and quantity of issued paper, initiative application of review and so on. And a comparative study is made between the universities that formulated relevant policies and the ones did not in the above aspects.The study shows that ,on the one hand, OA policies has a positive impact on the academic exchanges by university researchers and the participation was significantly better than that in the universities without OA policies.On the other hand, it shows that there still exist some problems during the process of carrying out OA policies for Chinese Sciencepaper Online admitted by universities. For example, the posting heat dropped rapidly after releasing policies several years later, and the improvement in quality of online posting isn't as fast as its quantity, and so on. Thus, it makes a further analysis of the causes leading to above problems, providing references for promoting improvement of university OA policies and construction of OA platform.
