房地产市场波动与金融稳定

摘要:本文从理论和现实两方面探讨了房地产市场波动与金融体系的关联。首先对已有的房地产和金融的关联性研究进行回顾,梳理出房地产市场与金融体系的传导机制有关的理论背景。然后对于我国房地产市场的发展历史和现状进行描述,探讨房地产波动对于我国金融体系的影响。虽然房地产贷款余额在总的银行贷款余额中所占比重不大,但是由于影子银行及地方政府债务的存在,房地产市场的波动还是有可能对于金融体系造成一定的冲击。本文认为2014年上半年我国房地产市场波动的情况反映市场对于政府政策尚未形成明确的预期,市场观望情绪浓厚。因此政府应当在做好分类调控的前提下,积极引导房地产及相关金融行业的发展,使得市场形成稳定的积极预期,避免造成房地产市场的剧烈波动,甚至由此危及金融系统的稳定。

The real estate market volatility and financial stability
Abstract:This paper studies the association between the real estate market fluctuations and the financial system from the theoretical and practical aspects. First, In order to tease out the transmission mechanism of the real estate market and the financial system ,we take a review of the existing study of the relationship between real estate market and financial system. Then, we describe the history and current development of China's real estate market and explore for how real estate fluctuations affect our financial system. Although the proportion of real estate loans in the total balance of bank loan is not too high, but because of the shadow banking and local government debt, the volatility of the real estate market is still possible to have a certain impact on the financial system. This paper argues that China's real estate market volatility in the first half of 2014 reflects that the market has not yet formed a clear expectations for the government's policy. Therefore, the government should do more work in classification regulation and actively guide the development of real estate and related financial industry. In this way, promote the formation of positive expectations on the market to avoid violent fluctuations in the real estate market, even thus endanger the stability of the financial system.
