Abstract：With exploration and utilization of resources, resource-typed cities have developed into bases of energy and raw materials, making great contribution to national economy and development of society. Because of the problems such as reduction of resource, adjustment of industrial structure, change of market demand, resource-typed cities will directly confront double challenges in supplying China with resources for the development of national economy and sustained development of cities and be required to transform. If the problems during the transformation can’t be solved in time, they will affect the continuous and steady development of national economy, affect the coordinate development of economy and society and affect the accomplishment of comfortable life. The object of this paper is economic transformation of Puyang under market economy in China. The paper analyzes the current development of Puyang and the major barriers in economic transformation, and then in the light of regions and industries and etc. discusses the alternative strategies to carry out the scientific development and construct harmonious society. The conclusions provide the decision-making basis for the government and the relevant organizations and analysis tools for the development of enterprises. The research methods in this paper mainly consist of practice investigation, comparison analysis, data analysis and system analysis.
